Grace Thomas

Staff Attorney

Grace joined Disability Rights Oregon in March 2026 as a Staff Attorney on our Multnomah County Civil Commitment team. Her background reflects a strong commitment to public interest work, including legal research, policy advocacy, and collaboration with Tribal and community partners on environmental and justice-focused initiatives.

Grace earned her J.D. from the University of Colorado Law School, where she served as Lead Articles Editor for the Colorado Environmental Law Journal and helped found the Colorado Disability Justice Alliance.

She brings a diverse range of experience, most recently serving as a Codes/Planning Specialist with the City of Coos Bay, where she applied land use regulations and worked closely with community members to support transparent and consistent processes.
