Disability Rights Oregon is seeking a Program Manager who thrives in a team environment and has the drive and determination to play a key role in the Strengthening Protections for Social Security Beneficiaries program. The Program Manager oversees this program at Disability Rights Oregon. This role is responsible for overall program performance, reporting, and staff supervision.
The Strengthening Protections for Social Security Beneficiaries (SPSSB) program conducts financial reviews of representative payees, interviews representative payees and beneficiaries, and conducts outreach services to Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) beneficiaries. A representative payee is a person or organization who acts as the receiver of SSI and/or SSDI for a person who is not fully capable of managing their own benefits. The SPSSB program provides oversight of the Social Security Administration’s Representative Payee Program in Oregon to ensure payees have not stolen or misused funds, exploited, neglected or abused people with disabilities who receive a Social Security disability benefit.
What you can expect to accomplish:
The Program Manager provides program direction and staff supervision. The individual leads the team of compliance analysts who conduct these reviews and provide technical assistance in supporting payees to maximize their services to beneficiaries. In addition, the Program Manager is responsible for timely completion and submission of required reports to the Social Security Administration and reports to the Director of Operations. This position provides mentoring and support for less experienced staff members in assigned areas.
The Program Manager leads a team of Compliance Analysts and Attorneys who conduct these reviews and provide technical assistance in supporting payees to maximize their services to beneficiaries.
The Program Manager provides the Social Security Administration with required reports, provides program direction and staff supervision, and works with the Executive Director and Chief Financial Officer to monitor the budget of the program.
Ability to maintain timely documentation with careful attention to detail and data entry accuracy in SSA specified data collection system.
The Program Manager oversees outreach and training services to the community, develops collaborative relationships with state, county and local stakeholders, and develops programmatic materials.
Independently conduct site visits to interview representative payees and beneficiaries, review confidential and private records, document observations and collect evidence and information of value.
Supervise staff and provides mentoring and support for less experienced staff members in assigned areas.
What we are looking for:
Four (4) years’ relevant experience. Relevant experience may include investigating, monitoring, or ensuring compliance with city, county, or other government programs, or providing developmental disability services, aging services, or mental health services.
Demonstrated success in working with persons with disabilities and maintaining confidential information.
Strong and effective written and verbal communication skills including the ability to do so in a concise manner, even with regard to presenting complex issues to diverse learners.
Sufficient experience (typically 2-3 years of related experience) to understand the structure, design, and ethical standards of SSI, SSDI, or other benefit programs.
Minimum two (2) years of experience in a supervisory or management role, including staff oversight, performance management, and team development.
Ability to obtain and maintain required Suitability and Security Clearance from the U.S. Office of Personnel Management and the Social Security Administration.
Ability to communicate effectively with individuals with disabilities.
Excellent attention to details, including financial reports.
Interviewing and interpersonal skills.
Previous experience working as a contractor to or with the Social Security Administration, preferred.
This program is a paperless program and requires computer skills.
Travel
This position requires travel within Oregon for approximately 25% of the position. Travel will vary from week to week depending on the location of the review being conducted and travel of program staff supervised by the Program Manager. In some weeks, travel will include overnights or multiple days and may include occasional weekend travel.

Where is this position located?
This position is based in DRO’s main office in Portland, Oregon. This position requires travel within Oregon.
